How do captions work?
You add a talking video. The picture stays on this device. The sound is sent to write the words and is not kept. You can correct a word, then save a caption file or a video with the words burned in.
Captions are free. The edit is a separate job on the same upload, and a video request always returns a video.

The edit reads the same words, then the picture, then writes one video. It opens on the claim, drops dead air, and keeps the words off the mouth. There is no prompt box.
You still get a video. It is the picture and the sound, with word captions if there are words, and without cuts or zooms. The screen says why. If there are no words, you get the unchanged source and the screen says so.
